It sets out the hypothesis that today's artificial intelligence revolution may be remembered as the technological childhood of a quantum-enabled computational civilization, separates demonstrated results from roadmaps, introduces the Civilizational Compute Stack, Mandate Engineering and the Quantum Civilization Transition Model, and defines five experiments and three futures for 2027–2042.

    Delegated Budgets for Autonomous Agents in Hybrid Quantum–Classical Workflows

    The pre-registered protocol for Experiment 1 of the research programme: shared, mandate-bound budgets for concurrent agents across classical and quantum providers, tested against strong existing baselines. The identifier is assigned at publication.
