ABSTRACT

The Childhood of a
Larger Transformation

This founding paper sets out the hypothesis that the artificial intelligence revolution of our time may be remembered as the technological childhood of a larger transformation: the emergence of a quantum-enabled computational civilization.

It separates demonstrated results from roadmaps and open questions across error correction, beyond-classical experiments, AI for quantum computing, autonomous science, the economics of quantum access and national strategy, as of October 2026. It argues that the first civilizational consequence of quantum computation, the global migration to post-quantum cryptography, is caused by a machine that does not yet exist, and that institutions now act on anticipated capability.

The paper introduces four frameworks, assesses eight research frontiers, defines five pre-registrable experiments led by a multi-provider study of shared agent budgets, sets out the institution's research standards and describes three conditional scenarios for 2027–2042, each with signposts and refutation signals.

ORIGINAL CONTRIBUTIONS

Four Frameworks
for a New Field of Study

The working principle of the paper: physics will decide what becomes computable, institutions will decide what becomes of it.

CHAPTER 08

The Civilizational Compute Stack

Five layers between a qubit and a civilization: physical capability, logical computation, hybrid workflow, autonomous agency and institutions. A breakthrough becomes a consequence only if each transition succeeds.

CHAPTER 08

The constraint-migration hypothesis

As quantum computation matures, the binding constraint on its impact moves upward through the stack, from physics to workflow economics to governance. The scarce resource of the late quantum era will be trustworthy authority to deploy it.

CHAPTER 09

Mandate Engineering

A discipline for the delegated, budgeted and verifiable use of scarce computation by autonomous agents, built on six concepts that must never be merged and a minimal mandate record.

CHAPTER 11

The Quantum Civilization Transition Model

A versioned register of claims, a causal map, an indicator dictionary and conditional scenarios, with no composite score and four causal tests that can fail.

THE FIRST EXPERIMENTAL PROGRAMME

Five Experiments
That Can Fail in Public

Each experiment is specified at protocol stage, with strong baselines named in advance and negative results treated as publishable findings.

  1. 01

Shared budgets across agents and providers

Does a shared, atomic reservation mechanism keep concurrent agents within their authority better than per-job control and strong general-purpose ledgers?

  2. 02

    Mandate-constrained hybrid scheduling

What does mandate control cost in waiting time and throughput when jobs choose among CPU, GPU and QPU?

  3. 03

    Whole-workflow cost comparison

For fixed problems, how do hybrid quantum and classical workflows compare on quality, time and total cost?

  4. 04

    The public QCTM register

Does a layered register produce more verifiable expert judgement than a single success score?

  5. 05

The evidence chain of a research agent

Can an independent reviewer reconstruct what an autonomous research agent tested, spent and verified?
